He did this in order to establish these days of Purim at the appointed time. Mordecai the Jew and Queen Esther established them for themselves, as they had established for themselves and their descendants the practices of fasting with sadness.

These letters established the Festival of Purim--an annual celebration of these days at the appointed time, decreed by both Mordecai the Jew and Queen Esther. (The people decided to observe this festival, just as they had decided for themselves and their descendants to establish the times of fasting and mourning.)

It told the Jews how to have the days of Purim as a holiday at the right time each year. This was a rule that came from the Jewish man, Mordecai, and from Queen Esther. The message also said that the Jews should remember the sad times, and they should fast.
to establish these days of Purim, in their seasons, as Mordecai the Jew hath established on them, and Esther the queen, and as they had established on themselves, and on their seed -- matters of the fastings, and of their cry.
They made sure that these days of Purim would be kept at the right times, as Mordecai the Jew and Queen Esther had told them. These days were set apart for themselves and for their children and their children’s children, with the times they were to go without food and the times they were to be sad.
and it was his hope to establish these days of Purim permanently on the calendar as days of mourning and fasting for future generations as it was for themselves.
Meanwhile Queen Esther (daughter of Abihail and later adopted by Mordecai the Jew) had written a letter throwing her full support behind Mordecai’s letter inaugurating his annual Feast of Purim. In addition, letters were sent to all the Jews throughout the 127 provinces of the kingdom of Ahasuerus with messages of good will and encouragement to confirm these two days annually as the Feast of Purim, decreed by both Mordecai the Jew and by Queen Esther; indeed, the Jews themselves had decided upon this tradition as a remembrance of the time of their national fasting and prayer.
Thus, there were established, for their appointed time, these days of Purim that Mordecai the Jew and Queen Esther had designated for the Jews, and as they had established for themselves and for their race, the duty of fasting and supplication.

Queen Esther, the daughter of Abihail, backed Mordecai the Jew, using her full queenly authority in this second Purim letter to endorse and ratify what he wrote. Calming and reassuring letters went out to all the Jews throughout the 127 provinces of Xerxes’ kingdom to fix these days of Purim their assigned place on the calendar, dates set by Mordecai the Jew—what they had agreed to for themselves and their descendants regarding their fasting and mourning. Esther’s word confirmed the tradition of Purim and was written in the book. * * *
