Anyone accused of murder can run to one of the Safe Towns and be safe from the victim's relatives. The one needing protection will stand at the entrance to the town gate and explain to the town leaders what happened. Then the leaders will bring that person in and provide a place to live in their town.

“This is what he must do. When he runs to one of those cities, he must stop at the entrance gate. He must stand there and tell the leaders of the people what happened. Then they will allow him to enter the city. They will give him a place to live among them.
The killer will flee to one of these cities, stand at the entrance of the gate of the city, and state his case to the elders of that city; and they will take him into the city and give him a place, and he will dwell among them.
