Any one who is coming against the dead, against the body of man who dieth, and cleanseth not himself -- the tabernacle of Jehovah he hath defiled, and that person hath been cut off from Israel, for water of separation is not sprinkled upon him; he is unclean; his uncleanness [is] still upon him.

This is a serious business, for everyone who comes into contact with a human corpse must purify himself like this. Otherwise, he pollutes My tent and so must be banished from Israel. If he has not been doused with the special cleansing water, his impurity still clings to him. He is impure.
Anyone who touches a dead person and does not purify himself in the manner specified has defiled the Tabernacle of the Lord, and shall be excommunicated from Israel. The cleansing water was not sprinkled upon him, so the defilement continues.

“Anyone who touches a dead body is ritually unclean for seven days. He must purify himself with the Water-of-Cleansing on the third day; on the seventh day he will be clean. But if he doesn’t follow the procedures for the third and seventh days, he won’t be clean. Anyone who touches the dead body of anyone and doesn’t get cleansed desecrates God’s Dwelling and is to be excommunicated. For as long as the Water-of-Cleansing has not been sprinkled on him, he remains ritually unclean.

Suppose you touch a dead body, but refuse to be made clean by washing with the water mixed with ashes. You will be guilty of making my sacred tent unclean and will no longer belong to the people of Israel.

Anyone who touches a corpse, the person of a human being who died, and does not purify himself, defiles the tabernacle of Yahweh, and that person will be cut off from Israel because the waters of impurity were not sprinkled on him. He will still be unclean, and uncleanness is on him.
