Balak's messengers, who were elders of Moab and Midian, set out with money to pay Balaam to place a curse upon Israel. They went to Balaam and delivered Balak's message to him.

So the messengers went—elders, actually, from both Moab and Midian—with money in hand, to pay the prophet to come back with them and curse the Israelites. They gave him Balak’s message.
The messengers he sent were some of the top leaders of Moab and Midian. They went to Balaam with money in hand and urgently explained to him what Balak wanted.
The elders of Moab and the elders of Midian left, carrying the fee for the divination in their hands. They came to Balaam, and they told him what Balak had said.

And the Ziknei Moav and the Ziknei Midyan departed with the divination remuneration in their hand; and they came unto Balaam, and spoke unto him the words of Balak.
