And if lack of strength prevents him from sinning, he will nevertheless do evil deeds at the first opportunity.
Even if lack of strength keeps him from sinning, he will nevertheless do evil when he finds the opportunity.
If for some reason they are unable to sin now, they'll get around to it at the first opportunity.
Though he is forbidden of (or by) feebleness of strengths to do sin; if he findeth (the) time to do evil, he shall do evil. [And if of infirmity of strengths he is forbidden to sin; if he shall find time of evil doing, he shall evil do.]
